A man who crashed his sedan into a Secret Service vehicle protecting President Biden’s motorcade on Sunday night was charged with driving under the influence of alcohol, a spokesman for the police department in Wilmington, Del., said on Monday.

The spokesman, David Karas, said James Cooper, 46, of Wilmington, crashed into a Secret Service sport utility vehicle as Mr. Biden was exiting an event at his campaign headquarters in downtown Wilmington. No one was injured in the accident, Mr. Karas said.

The president had dinner with members of his campaign staff and was discussing his poll numbers with reporters when a silver sedan with Delaware license plates slammed into the S.U.V. just after 8 p.m.

Photographers captured the moment, with Mr. Biden turning to look at the accident and appearing surprised before agents rushed him back into his motorcade.

The authorities surrounded the sedan and aimed weapons at the driver before he surrendered, according to reporters in the White House press pool.

Mr. Cooper was charged with driving under the influence of alcohol and inattentive driving.
