President Biden plans Tuesday to tout new rules from his administration aimed at protecting workers from the risk of heat illness and will later participate in a fundraiser in Virginia. Both events are drawing heightened scrutiny following last week’s much-criticized debate performance in which Biden spoke with a raspy voice and sometimes appeared to lose his train of thought.
